Recruitment, Induction, and Mentoring

Attracting, supporting, and retaining high-quality educators requires a coherent system of recruitment strategies, early career development, and sustained professional support. The Department is committed to ensuring that educators enter the profession with confidence and remain in it with purpose, supported by structures that foster strong instructional practice, career-long growth, and a sense of professional belonging. By investing in a well-supported educator workforce, we advance our shared goal of ensuring that all students experience high-quality teaching and learning every day.

This page highlights statewide initiatives and resources that guide recruitment efforts, strengthen induction practices, and promote high-quality mentoring relationships for educators at all stages of their careers.

  • Framework for IMPACT – Viva88’s developing statewide approach to induction and mentoring that strengthens educator retention, advances instructional effectiveness, and improves student outcomes. The Framework will provide evidence-based tools and adaptable practices to help LEAs create environments where educators thrive, supported by aligned standards and a culture of continuous professional learning.
  • – Information outlining New York State’s regulatory requirements for mentoring as part of educator certification, including expectations for mentored experiences during a teacher’s first year.
  • Mentoring Standards – Standards developed by the Professional Standards and Practices Board (PSPB) that define effective mentoring in New York State. These standards guide districts in designing mentoring programs that foster professional growth, instructional improvement, and educator retention.
  • Mentor Teacher Internship Program (MTIP) – A legislatively funded initiative that assists districts and BOCES in pairing beginning teachers with experienced mentors to provide structured development and support during the first years of teaching. Through this collaborative mentoring relationship, new teachers enhance their instructional skills, deepen reflective practice, and improve their readiness for long-term success in the classroom.
